I must agree that the Cv you are seeking for a 3/8" tube might be unrealistic; instead, consider using at least a 1/2".

Are the valves you're discussing meant to be installed on the rocket itself or on the ground-based equipment?

Regarding the LOX valve:
Worcester ball valves come at a relatively high price point, and using an extended stem is advisable. While they offer electric motor operators, the operation speed is rather slow—measured in seconds rather than milliseconds. Prices for these valves typically exceed $400.

Another option is a globe valve fitted with an extended stem and either air or motor actuators, although the cost can escalate quickly. If you are considering a purchase at around $400, it would be wise to exclude the actuator.

Given the circumstances, I would recommend opting for a solenoid valve. Check out manufacturers like Magnatrol, Parker (Skinner), and ASCO; they typically offer products that suit your budget while meeting necessary specifications. These solenoid valves are also compatible for use with Kerosene. As Fred pointed out, Valcor is indeed a reputable option for flight valves, but be cautious as they tend to be on the pricier side. Should you explore Valcor, you might also want to look into Marotta Scientific Controls and Circle Seal, among others. These companies excel in flight hardware, yet their prices may be significantly higher. However, they can also test your valve against specific g-loads and vibration levels, which greatly enhances reliability.

It's also worth noting, as Fred mentioned, that manufacturers in aerospace typically utilize 28 VDC; however, they can often accommodate 24 VDC or even 120 VAC as well.

Lastly, regarding materials for construction: the LOX valve should be composed of brass with Teflon or filled Teflon trim. Kel-F, which is now called Neoflon, is another good option. It's important to mention that elastomers are not suitable for cold applications, except in warmer areas (like on extended stems). For piping purposes, copper is recommended, which can be insulated—particularly with a vapor barrier, which is crucial. Cleaning procedures are incredibly important and should not be overlooked.
